Starting Salary: $80-100k DoE

Work Location: In person, Escondido, CA  
We are hiring a Prevailing Wage Manager whose direct focus will be to assume and lead the prevailing wage program and then grow to manage and lead all multi-state payroll functions for the company as the Payroll Manager. The candidate will be expected to have “expert-level” experience and execution in prevailing wage laws and regulations, primarily in California, and have the capacity to broaden that knowledge as the company expands. Once the prevailing wage program is established, the candidate will assume responsibility for all other multi-state payroll functions, for the overall company.
ESSENTIAL FUNCTIONS:
  • Complies with federal, state, and local legal requirements by studying existing and new legislation; enforcing adherence to requirements; advising management on needed actions.
  • Knowledgeable in wage determinations, certified payroll reporting, audits, and timesheet tracking; follow up with employees and managers for timely entry and approvals.
  • Working knowledge of multi-state payroll and payroll tax rules and regulations in the US
  • Maintains employee confidence and protects payroll operations by keeping information confidential.
  • State & Federal (Davis-Bacon), Certified and Prevailing Wage Payroll Expert Experience Required Completes operational requirements by scheduling and assigning employees; following up on work results.
    Provide customer support as related to certified payroll.
    Other duties and responsibilities as assigned. 
 
EDUCATION AND EXPERIENCE:
  • 5+ years of Managing Certified payroll experience required
  • 3+ years of In-depth knowledge of prevailing wage laws and labor compliance. 
  • Compensation and Wage Structure, Benefits Administration, Worker Compensation, Employment Law Advanced, MS Excel and proficiency in MS Word 
    Experience initiating and implementing HCM/payroll systems.
  • Experience with WorkDay, Kronos Pro and Telestaff.
  • Multi-state prevailing wage payroll experience.
  • Experience dealing with CBA/unions.
